98 Evinrude starter pinion.

I just bought this 98 evinrude 9.9 pull start, the gear that turns the flywheel is ground up (plastic) and doesn't drop down with out tapping it down, but it cut a grove in the flywheel.

Your motor is NOT a 1998 model.-----Model # is ?----Or perhaps a typo and you meant 89??

That design of Rope Starter was first used around 1979

And 1992 was the last year for that starter.

If I remember correctly, after 92, they went back to the Recoil above the Flywheel

Spring under starter gear should ride in the bottom slot of pinion.. try that first
