98 merc 150 efi outboard oil issue

boat runs great except last time out noticed oil dripping into my boat when i trimmed motor up. removed cover, lowered engine back down and started, found
brass fitting that sits in-between incoming oil hose from boat tank to internal reservoir on top was gently squirting oil out in tiny bursts made the mess. I replaced this part about a year ago because my oil alarm was going off not keeping the motor reservoir full. Till now no problems. Any advise or the function of this fitting would be helpfull.

Tank is overpressurizing and not bleeding down due to sticky crankcase check valve. Replace it with part # 21-8781051

thanks for the advise I bought the part and I'll give her a workout on Saturday after installing.
