99' 200 mercury efi, Low power since repair

I took it in to a local place because my motor was smoking, but the power was always there. The shop changed some gaskets, and a thermostat. Ever since then i cant get any horse power, gradually got worse to where its hard to start and keep running. It feels like a fuel starvation problem, the way it bogs down then speeds up a little. It will idle but will not get on plain. 8mph top speed. I Changed the fuel lines put on a new filter and drained the tank but still wont power up. vst has a little water in it. No smoke , but i wish my boat would run. Any Advise?????

Just did a compression test, # 2 has 30psi and #6 has almost no pressure. everything else is at least 120psi. by the way the serial # is 0G868336. What is the likely problem?
