99 50hp Johnson compression

Good morning, Im a diesel marine mechanic & considering buying a J50PLEEEA outboard for a boat im building for my nephew. It seemed to run ok on a stand. I did a compression test & the top cylinder was about 115 psi & bottom was slightly more than 105psi, is this acceptable? I also notice the oil side of the engine fuel connector was plugged off & the owner told me not to worry about it, he runs on pre-mix fuel? I feel slightly lost with outboards. He wants $1100 for engine, controls & harness. Could anybody tell me if the comp. & VRO issue is acceptable please, Thank you.

I would be concerned with those compression readings.----In my opinion 10 PSI difference on a 1999 engine is a bad sign.
