99 6hp 2 stroke - poor starting at cold start

seem to be having a tough time getting my motor going after a cold start

Choke is used but does not assist the issue. in fact she floods if choke is opened full fro more than two or three pulls.
air is open to fuel tank
fuel mix is new and mixed properly
fuel bulb is primed
i get a good pull tension from the rope
carb is cleaned up
plugs are brand new

if i do get the motor going and warm it up, she starts like a charm until i let her cool down for over an hour then the problem comes back.

after two or three pulls she faintly tries to start. i have to take the choke off or she will flood and ill definitely wont get it going.

the only way i have been able to get her started is to keep pulling and pulling consecutively with no stops (in neutral of course) after the 10th or so pull she will barely start and its only until i put her into forward or reverse she will get up to appropriate rpm's. i have to leave it in these gears for a couple minutes before going back to nuetral or she will stall. its like shes not getting enough fuel during the start from idle. again, she is choked briefly on the cold start.

is this a fuel issue? my fuel line fittings? not enough spark? im stumped!
