99 evinrude 70hp 4 stroke code 25

I have a check engine light on the tach. When I turn the key switch on, it flashes twice, pause, flash 5 times, pause, flash 5 times, and keep repeating the 5 flashes.
so I'm assuming it's a code 25 or 255.
Engine will start, idle and run up to about 3300rpm before it starts to surge, (safe mode)
any ideas as to what code 25 is?
nothing in the evinrude or suzuki manuals show a code 25

Checked the NUETRAL switch on the motor shift linkages ??

It will only rev up to about 2500rpm in neutral, havent checked the switch itself, but dont think it is it because of the check engine code....
