Seems like the motor is not getting fuel. The motor starts when starting fluid is sprayed in the
carb. When the starting fluid burns off it dies.
Does have spark. Where do I start?

Noidea,
Welcome to iboats!

Don't use starting fluid to run your motor. There is no lubrication in starting fluid, major damage can result. Put premixed fuel (gas/oil mix) in a spray bottle and spray in throat of carb to test.

Disconnect fuel line going into the carb. Place this line into a container and squeeze the primer bulb. If you can see fuel pumping to the container, suspect a problem with the carb. Carb float stuck closed, or trash in the carb. Disassemble carb, clean with carb cleaner, blow out all passages with compressed air. Install carb rebuild kit and re-install carb.
