99 mercury 20 hp ele start quit working

pull start works fine, engine easy to start. Ele start began to work inconsistantly then seems to have quit completely. New battery with good charge. I can hear the solonoid click but that's it.

Contacts inside the solenoid may be burn't. Try jumping the 2 big wires at the solenoid. If the starter starts to turn, replace the solenoid.

Clean all connections of battery cables and inspect the cables for weak spots.

No, tight and clean looking is not good enough. Take them off.

Classic symptoms of a very common trouble.
