Does your motor have a timing advancer? Check to see of the timing is off or if your ignition is working sporadically.

Yes it has timing advancer... I tried to Fidel with key switch. Played with every wire and removed and cleaned all grounds and connections.. No change. Revs fine with no load but in drive it sputters bad but lunges forward with power
Until I sprayed alot of carb cleaner up under the flywheel while running and def. improved it for 15min wot and all rpms. Then i went to load up and was hard to start like no spark.... Tried choke primer.... Then sparked and idle fine.I had to leave the lake. But it got to be under the flywheel.

I am having a very similar issue with my '69 Evinrude. WOT and it falls flat on it's face. 1/4-1/2 and it runs fair. Rebuilt the carb's and have done a compression test. I am stumped. Have you gotten yours to finally run right and if so what did you do?

very generally, a boat that stumbles on WOT has a problem in the fuel lines, usually an air leak, anywhere from tank fitting to inside. Start with a remote tank; hard connect a fuel line and by pass the plug fittings, etc.

First get the repair manual!!! i had two 115hp v4 do simlar things. First one surged hard at wot and it was under the fly wheel something like stator was crapping out. but I sold it before repairing it. Second one would run up to 5k or so but felt smooth and slow. And also very randomly would pickup 10mph for a few moment at wot.... I tracked down it was one plug wasn't firing and would come out looking washed clean. I ran without cly 1 plug cap on and it was worse. Then took cly. 4 cap off and no change on performance so it had to be that plug wasn't sparking...

Swapped wires on the cdi from different charge coil and still dead. Then diff timming wire still dead. Then swapped a good cyl wires on Cdi with the bad cly wires and the bad cly was firing worked fine. Ordered a $100 Cdi and runs great! I think the cdi cause alot of mystery problems as they are 4 independent cyl so its not easy to find what isnt working on what cly when others are working fine...
Just hope it's not under the fly wheel as they are a pain the remove. I tried and failed then i found a good deal on another boat in great condition for 2k. Same year. It's not worth putting more then a few hundred in parts to these boats when they only cost $1500-3000
