Acuator Leaking from Cap

I have a tiedown actuator with disc brakes. I have noticed that when I tow the trailer, at the end of our trip there is fluid on top of the actuator body around the cap. What could be causing this? The trailer is three years old and has about 500 miles on it. It has been dunked about ten times and been flushed with freshwater afterwards.

Nevermind I figured it out. The parts diagram does not show it but there is a plastic "bladder" that lets the actuator breathe. My bladder is broke!!! I need a new cap.
