adding more alchohol with stabilizers?

this article suggests that our stabilizers are adding more alchohol to fight alchohol, a bad idea. I'm no chemist, but it seems that if you have e-10, adding an ounce to 16 gallons isn't going to increase the %. This article also seems to focus on car engines. Thoughts?

Fuel stabilizers typically have isopropyl, which behaves quite differently than ethanol.

Back in the day I used isopropyl to stabilize methanol/nitromethane/nitropropane fuel mix (castor oil).
