Adjusting new shift/throttle cables

I just installed new shift/throttle cables on my 93 Evinrude 2cycle 90 hp motor. I think I have them adjusted close to where they need to be.....however....it seems when I shift the control from neutral to forward and then to reverse it hangs up and doesn't want to completely shift unless I walk to the motor and just slightly touch the prop with my toe. Then when I go back to the control handle it finishes shifting into gear. Is this the way it should be if shifting without the motor running.

Motor should be running to shift.----Or your assistant should be turning the prop when shifting.----You could damage the control box by not following this procedure.----Installed a new control box last summer and owner immediately starting operating the new unit with motor static..-----I could hardly contain my anger at this.----This is why I say ----" folks just do not know how to operate stuff "
