Adjusting reverse lock, 20hp, 200 model

Hello folks:

I recently acquired a Mercury 20 hp 200 motor, 1978 model. My question is about the reverse lock, and how it should properly function. While the lock does engage in reverse, it also remains engaged in neutral, and up to about three quarters throttle in forward gear before releasing.

I'm not sure if it should disengage in neutral, but I would certainly think so or one could never tilt the motor forward for travel and storage. I have looked at the diagrams, and cannot figure out how to adjust it. As far as I can tell there is no spring used, only a cable.

Could someone please shed some light on how to properly adjust this properly? I plan on using my boat in some shallower water, and it's very important that the motor be able to kick-up should I hit bottom.
