air cleaner or not

after i cleaned the carb on my 86 30hp rude and put it back together
i was wondering if or why there is no air filter or cover over the barrel of the carb? should there be? i didnt see one in the evinrude parts list

the reason i ask is im struggling to get her to run just right.
ive changed out all fuel lines, new gas, new fuel pump, cleaned carb.
seems to idle ok, 1/4 throttle it sputters, 1/2 throttle runs good, wot runs good for abit then shuts down; after that its a struggle to get the rpm's up again.

im leaning towards a carb issue still.

any ideas are very much appreciated
thanks, Dew

No air cleaner on outboards. They run in a dust free environment. Rick.

I often thought about that.

However, I do have a cover over the carb intakes on my Suzuki...but no kind of foam, filter or otherwise inside...

The cover over the carburetor throats is called an "air silencer". There is no filter in there.

I have a 1989 20hp which is similar to your motor. There is nothing that covers the carburetor. You can look right down the barrel.

You really should buy a manual for the motor. It is the best $20-30 you will every invest. The link and sync is different for motors. It basically synchronizes the spark and fuel delivery. It is a step by step procedure. You problem could be related to that or you could still have crude in the carburetor. Did you completely disassemble it, clean out all the tiny passages, and then reassembly with new parts from a carburetor kit?

I can't find the air silencer on the parts list.

Perhaps you can.

The link/synch is the synchronization between the carburetor linkage and the ignition timing advance. The ignition timing is advanced manually. If the two are not coordinated the engine will not perform correctly. It is a proceedure that should be done in the correct sequence. You will need a timing light. It is not hard to do if you follow the procedure and are thorough.

Get a factory manual from here: http://www.outboardbooks.com/

It will tell you everything you need to know. Well worth the money.

While the older OMC motors typically had air silencers on them, your motor does not include one.

My take of this is that OMC stopped including air silencers, when they went to fiberglass hoods in the 60s. The difference in sound attenuation between the old aluminum hoods and the fiberglass hoods with sound blankets, is substantial.
