Do I have to shift into forward before removing gear housing from lower IF lower is still mounted to boat?

I'm removing the gear housing to have the skeg repaired/replaced and of course the impeller too.

I'm not positive but I think all that I've read discusses impeller replacement with the entire lower removed (after placing in forward).

Also will welding on a new skeg (by a highly qualified welder) damage the prop seals?

Yep...
Put in foreward & make sure that you put the lower unit in foreward when reinstalling by turning the prop CCW & the shiftshaft CW.....
