Alpha One tilt issue

I have twin Alpha One drives and I just placed my boat in the water, when I went to put the drives down they wouldnt go all the way down. The port drive would go 3/4 way and the starboard would go 1/2 way down. The pump continues to run but the drives wont move any further.

Any help is GREATLY appreciated

Is the 3/4 and 1/2 way down an actual physical observation of the outdrive position or a visual indication on the trim gauges?
