alumacraft 1997 transom plug

I just bought a 1997 alumacraft trophy 165 and was told that the outlet at the bottom of transom dose not need a cap . The outlet is threaded and i presume it leads into the bilge. Do I need to get a cap?

Are you sure its not the intake for an aerator?
