Am I on the right track? 1967 18hp Fastwin

Evinrude 1967 Fastwin 18, new coils, condensor, points, and rebuilt carb (carb not done by me).

Starts fine. great high speed.

Low speed, shakes and sputters badly. Will not idle to speak of. I suspect an air leak. When I returned from the lake today I tightened the carb bolts almost 3/4 of a turn each. I am hoping I am on the right track that it may be an air leak.

Any other things I should check or consider?

It could well be an air leak, spray a little carb cleaner where you think it's leaking, the revs will pick up if you are right.
If don't find a leak my money would be on the slow idle passages still having some muck in them.

Great Idea, I have been working with so many injected things I totally forgot about that. I plan on another lake run this week after work and I will bring along some carb cleaner.

have you tried adjusting the slow speed idle adjustment on the carb. 1/8 of a turn at a time and allow time for the engine to catch up. must be done in gear and on the water.

Was not stable enough to adjust the jet. That's on the list too.
