Anchor fuel tank?

Have an 85 Hydra Sport 21 CC. It has what I'm told is an 80 gallon plastic fuel tank. Boat was bought dissassembled.

I see places where an anchor strap could go.... Boat has had work done to it in places. I had to glass in a 2x6 in the bottom as a tank stop to keep it from sliding to the back.

Question is, it appears as though it was never strapped down from the top. Deck is fairly close is my guess-- does it need straps?
If so I can use galvanized straps and screw them under the tank with screws(not bolts) and let them meet in the middle on top and put a bolt through? OR-- add foam to the deck area underneath and trim back till the deck foam just touches the top of the tank?

No lips on the tank to "clip" or bolt down.

plastic tanks need about an inch clearance on all sides to expand. they are not rigid tanks. if you google plastic fuel tanks, you'll find a lot of info.
