The reason I like "oversized" lines, for dock lines and anchor, is that they are easier on your hands. This consideration would not apply if you have a winch, or a willing wench, or for anchornig in adverse conditions when the stretch is important--I use mine fishing in good conditions, not storms.
But aren't we missing something with the stretch factor? an anchor line is not stretched tight like a guitar string in the first place. the weight of the chain, the rope itself, and its length all add shock absorber; you will lift the chain off the bottom before you break off a cleat. To me, the stretch factor would only be important for short direct lines under strain--a line to a piling or a tow line, for example. I'm no expert but just saying, seems to me.
