I have both bolts and anodes removed from the bottom of the bell housing as one was broken and suspected to be letting her take on water. How tight is the bolt on the inside of the transom supposed to get tightened? Seems like you really couldn't snug them down without stripping or breaking them. Do they have any effect of sealing the bottom of the housing to the outside of the transom and keeping water out? There's very little play with the bolts out but still seems like water could seep in

Hi there, Have a few questions first for verification of what your asking/working on.

What stern drive and year are you working on? I'm guessing an alpha type drive.

It appears the part your calling the bell is actually called the gimbal housing sometimes called transom assembly. The bell housing is the part the drive bolts up to using the six nuts to hold the drive on.

I believe your asking about item numbers 18 & 19 in the first link below?

And item numbers 6 & 7 that are on the inside of the boat seen in this next link,
http://www.mercruiserparts.com/Show...3&bnbr=20&bdesc=TRANSOM+PLATE+AND+SHIFT+CABLE

If so, for install of the transom assembly. Tighten attaching bolts and nuts evenly (starting from center and working
out). Torque to 20-25 lb. ft. (27-34 N?m).
