Another 3 hp Gamefisher motor Q.

I think this thing is about a 2000, if they still made them then? It wouldn't develop rpm. So, I cleaned up the carb & re-adjusted the carb. That includes cleaning the gas filter. It gets the revs now, but it idles so high that it is always in gear. It has a centrifigal clutch. I thought I was a mechanic but I can't figure out how to lower the idle. Help please. You may be sucking air somewhere.Have you tried to observe the mechanism to see if something is bent,jammed or out of adjustment?Have you tried to lower the idle with the linkage unhooked?Is the throttle plate closing?
