+1 on locking the trailer to the ball. I have ALWAYS done this. Back in the day working for a friend of mine, his LARGE utility trailer was removed from the ball and towed away. He had a wheel lock on one of the axles. They dragged it until the tires on that axle blew, that's when the rubber bread crumb trail ended. I also lock the hitch when not attached so someone won't back in and drag it away. I suppose the wheel lock would work on a single axle.
I don't think it's right but I have to say I laughed when I read this. The PWC owners are real d*^#$ in my experience (although we would love to have a matched pair).
I used to do the sound for the river raft race in Homasassa. One year some idiot blocked my truck and trailer in. I got under his car, shifted to neutral and rolled him out of the way and into the street and left him there. He was most certainly as drunk as the other few thousand there and perhaps didn't realize he had been moved when he left. No harm, no foul. There was no intent to mess up his car, just to move it out of my way. The following year I had it in the contract that I parked next to the hotel restaurant that sponsored the event. That area was blocked from traffic due to loading/ unloading. I unloaded and left it right there, and after the event loaded up and drove away. Much easier.
Back on the topic of the inconsiderate PWC owner.....Moral of the story? Use your parking break, lock the ball, take the keys, lock the doors, and don't park like a jerk face or someone's gonna get pissed. I don't see why the boat owner should have more patience. I think 15 minutes wait time on a public ramp for an unattended vehicle is long enough. Certainly would be nice to be able to issue a citation rather than dump the guy's trailer in the drink. What ever happened to citizen's arrest?
