Another Kill-Switch question...

Maybe you guys can help me...
I have an 84 Johnson 35hp electric start/tiller that cranks fine, seems to be getting gas but won't fire. Thinking that something is bad with the pushbutton kill-switch. If I test it with a multimeter should the circuit be broken when putton is not pushed, or should circuit be complete when the button is not pushed? Should I take the wires off the switch to test it so I am not getting a complete circuit the other way through the engine and fooling myself?
Thanks for any advice!

You should have an open circuit until the button is pushed.

Or another way to put it -- the engine requires and OPEN kill circuit in order for it to run. Pushing the button closes the circuit shorting the ignition to ground thus killing the engine.
