Is it normal for the Tell Tail flow to be less at slow RPM's and a stronger stream with more RPM;s if so Why?

depends on how much and what the model is. if there is much question there is a spec someplace for most of the minimum pressures

The motor is a Yamaha 4 stroke 30 HP Jet Drive. I've been having concerns because at times I hardly have any flow.

If you have hardly any flow, try cleaning the pee hose out with a piece of wire or pipe cleaner. If this doesn't do it, I would replace the waterpump if it's been a while..
