Was hearing that in order for the anti fouling paint to be effective doing its homework must put the boat into the water 48 hours after the paint has fully dried out or won't work as intended. Is it a joke, a myth ? How does the anti fouling paint works repelling marine growth on a hull ?

Depends on paint. Some have launch requirements, others can stay out indefinitely without losing effectiveness. They all work by leaching chemicals out of paint, typically copper or zinc.

Single season, non-ablative antifouling paint has a limit on how long it can remain on the boat, out of the water and still have effectiveness. These kinds of paints have been around for decades. Their label will tell you of the launch requirement.

Ablative antifouling paint, both multi-season and single season generally do not have a launch requirement.
