Anti-siphon Valve ???

I had to put in a new tank this summer. The new tank has anti-siphon valves, I removed one and plugged the outlet. I normally use the engine fuel line to siphon out fuel when I need it so I don't have to run into town. It is slow but always works and take about 15 minutes or so to get 5 gallons out. BUT, now with the new tank and anti-siphon valve I cannot get the fuel to flow. (Thus anti-siphon valve purpose??) I can get fuel as long as I pump the primer bulb, but that is a real pain. Probably not enough suction to over come the light spring pressure and unseat the ball. I also use the boat gas tank for generator gas in the winter if needed when we loose power.
QUESTION, do I need the anti-siphon valve?
Can I remove the plug and install a shut off valve and a hose nipple to attach a hose thus bypassing the anti-siphon valve? I do have a deck plate close enough to access the area. Will the Coastguard allow that under the deck?

If the fuel hose in its run between the tank and the engine at any time falls below the outlet level of the tank, you definitely need the anti-siphon valve. If the hose developed a crack in that area the bilge would be filled with fuel. My suggestion would be to rig up a manual or electric fuel pump with a quick connect fitting matching the one for the engine on the inlet side of the pump. If you have an I/O where there is no quick connect then a "T" and valve arrangement would work, but don't install it under the floor. Do it in the engine bay.

Since I put in the new tank, I also put in new fuels lines (the line is not below the tank output, but I hear what you are saying) to the Racor filter feeding my 225 Honda outboard and T9.9 Yamaha kicker. The Honda is a straight connection, no fittings, but the Yamaha has the standard quick disconnect. That is where I was trying to siphon since I used to do that all the time. I will have to look around the stores and maybe find a small manual pump or just add StaBil and leave the fuel in the main 75 gallon tank.
I will also look for a small shut off valve and maybe go that route if I want to pull all the fuel out.Thanks for the ideas.
