anyone know the Flywheel key thickness

I'm working on my 1995 Evinrude 15hp 4 stroke. I want to get this motor to start on the 1st or 2nd pull. Sometimes it yanks my arm back like its out of time.
I find that my flywheel key has 2 tiny small cuts in one side They are rectangles about .010" x.020". They are about .010 deep. Each of these cuts have a raised burr (.004 tall). This means that depending on which way you install the key you are actually changing the position of the flywheel with respect to piston top dead center. The key is .158" thick, when not measuring over the burrs. The key is .162" thick, measured over the burrs.
Does anyone know what the thickness is supposed to be. I'm thinking that someone has subsituted this key and it may be throwing my timing off.
