If you have 35 to 40 psi on the fuel rail at full throttle the problem isnt mechanical.

Next thing to do is check the duty cycle of the injectors as you throttle up and see if it makes sense. I have never found any tech info on the EFI system but maybe some Ford guy can say if this system was ever used in a vehicle.
