anyone with a 70's Caravelle bowrider?

I have a question regarding a through hull fitting off the starboard side of a '71 Caravelle bowrider. It's connected to a hose that leads to another fitting inside the bow near a bowrider's feet area. What is the purpose of this?

The bow rider area looks like it does not have a drain back to the bilge, looks like you step over into that area as it appears in the photos, so that fitting on the inside self bails out the hull fitting if a lot of water gets into the bow rider area. Probably.
