Thanks the few posts made sense and lower unit did go up and again thought I had it done , but still not shifting from throttle
Only item that I am not clear about is the ( I will call it shift tube ) don't know proper terminology
Don't know what movement it should or should not have but mine seems loose, hangs low and when I move it around it seems like a lot of movement
When I push it up and I feel for a grove it feels like it sits properly but as soon as I take my hand off it falls, does not fall off or out of upper unit but very loose .
Don't know if this tube should have so much movement . Prior too this everything was working and shifting fine.
When I get the lower unit lined up I am trying too use the lower unit too hold this tube while pushing up
I can't see, but feels like two pins at the upper part of that tube, that sits into a groove, then the gear shift goes into that tube.
Problem I am facing is against gravity, can't see what I am doing only feel
I have done this before but do so seldom I forget .
If this does not work will remove entire lower unit, and take too a shop, go over why water entered and fix it correctly

Thanks guys .

Sounds like you neglected to re-install the stainless steel washer (and probably the rubber washer, too) that goes in the lower on the splined portion of the lower shift shaft. Easy to forget to put these pieces back on after a drive split and re-assembly. That WILL cause your intermediate shift shaft (what I think you are calling the shift "tube") to fall and no longer engage with the upper shift shaft in the bell housing. You will need to drain your oil, drop your lower again (and again, I recommend pulling the whole drive off for first timers) and re-install the washers (if you can find them).
