Yeah Chris is right, with no current flowing. Try this, just connect the red wire to the terminal with the two white wires (one of them comes directly from the ignition) and give it a try, according to the wiring diagram that will work. You can not hurt the ignition by doing that. The one with the two white wires is the ignition side.

OK. I disconnected the 2 white rear wires and left the front tan and white connected. The disconnected rear wires measured 11.15. The front tan and white connected wires measured .14 Then with the rear wires attached and the front wires disconnected I got a reading of 11.17 for the rear and .01 for the attached front. Does this mean that the two white rear wires are the POWER and that I should finally connect that red ignitor wire to the rear white wires?

Yes sir. That should do it. Let us know how it runs.

UPDATE. Hooked up that red wire from the ignitor to the correct power terminal on the resistor block and put on the water muffs. It started right UP! and ran great. I then checked the timing to be sure it was at specs. Wow. No more points. My 45-year-old classic Sea Ray has arrived at today's technology. Can't thank all you responders enough for all your help and patience. Aren't these forums the greatest thing ever for boaters. Happy sailing.
