Bass Tracker Paint?

I recently bought a 2004 Bass Tracker and the red paint had these white spots around the entire boat. Not sure if this is oxidation or not. The owner said he did try to buff the paint and it did not remove it. Any suggestions how to remove it? I will attach some picture for you guys to see.

They may be hardwater deposits or even road salt. You can try some CLR (calcium, lime, and rust remover) and if that doesn't work try some polising compound.
