From your previous posts I see you have a voltmeter and you know how to use it.

Start at the battery terminals (the lead terminals, NOT the lugs) and with a helper hitting the key work your way along the the connection points until you find out where the 12 Volts turns into 7 Volts.

The whole exercise should only take 5 minutes.

theking...i bolted the ground to the starter and hit the + to the + terminal and it does the same thing i sprayed mm oil in the plug holes to lube things up inside...fed.... i get 7volts when i try to start it but im using a non marine 1000cca battery mabey and hopefully its just that i need to get a good marine battery

Bolted what ground to the starter, the black cable from the jumper cables or the ground cable that's already there that I suspect might be the issue? I'm trying to take the cables out of the equation. Take the starter off and bench test it with the jumper cables if need be, if it spins slow with a good charged 1000CCA battery and good jumper cables I'll send you a free case of Molson Canadian . I've seen the slow starter thing before, it's either the battery, cables, bad ground or solenoid- work from the starter out and you will find the issue. If the guy put it on another motor and it worked something on YOUR motor isn't right, it's all logic at this point.

Just got back in to this thread.
BK is spot on in my opinion. If it spins fast I want the case of Molson
Has to be something on your motor. Still with the "bad ground" thing myself.

We know the starter motor is OK so if you're getting 7 Volts at the lead battery terminals when you hit the key then either your battery is low on charge or your battery is faulty.

I can't stress this enough, every connection from the battery to the solonoid then to the starter starter & block must be 'shiny' clean & tight. I always put a tiny bit of vaseline on mine too.

Edit: 1000 CCA is plenty for your motor.

thank you guys for all your help so far...i am going to buy a brand new marine deep cell battery and new wires + and - bcuz they may be as old as the motor...oh yeah i did take the stater off and test it with jumper cables and it spins like a category5

Please re-read the posts here over again. To heck with the battery right now unless you have had it tested and it is no good. Clean the connections and replace the cables first. Then try again.

ok... i replaced the battery with a new 900cca marinedeep/ also knew +wire from silenoid to the starter/and +wire from battery/and -wire going derectly to the starter and block with clean connections when i tried it it spins fast with the plugs out only...when i tryed to do a compression test again it went to 65psi and stops like before

thats good thank you bktheking..ill be checking that tm but i took the new red wire coming from the battery and touched it to the +on the starter and same thing..does the starter need that silenoid

When you did the compression test did you pull all the plugs out??? This isn't making any sense, sounds like the starter is messed up. What do the spark plugs look like, are they all the same, is one super clean???

yes i took all the plugs out and tested one at a time...and i seen the starter work on a different evinrude

And you saw this guy put YOUR starter on a different motor and take YOUR starter off and hand it back to you???? Or was it a drop off and a phone call telling you it works???

This doesn't make sense at all.

no im sure i was standing there when he took it from me and installed it on a 150 and it sated up fine
