Bayliner Operating in open ocean

I am a novice boat operator and just bought an older Bayliner Saratoga 24'6" and want to know what the restrictions should be for operating in open seas and remain safe. Please advise me of any restrictions I should be aware of. One question I have is "Is this boat safe when operated in open seas?" please respond directly to me at bbusmc1944@yahoo.com.
