You don't actually run with the pre load. You preload and then loosen and get it finger tight or slightly less depending on where you put in the cotter pin.

I have used the above procedure from Champion Trailers with no problems....easy...and the tang washers make it a bit easier....

The pre-loading advice is bang on....

You can get brass or steel shim washers that will allow some adjustment. I've done that often.
Cut your own with shim stock and tin snips.

Thanks for the excellent replies, I found a couple fender washers today at work, had a guy drill the centers out to 1" using a drill press, then cleaned them up with a flat file.
Put them on under the nut and got lucky, now it's right where I like it, zero freeplay (felt by jiggling the wheel) and wheel spins free to a gradual stop, even rocks back just a tad to the heavy (unbalanced) end.
It appears the washer made just enough difference. I'll re-check after a trip but I'm content now, thanks for the help.
