I am looking to buy a 1985 Larson Citation 190 with a 140 Merc I/O. the finnish is realy dull, this may be from the currant owner not covering the boat. my question is how hard is it to buff out the paint to restore the gloss and or repairing the minor scraches and dings on the hull, also anything in perticular to check reguarding the motor prior to buying?

The finish is the least of your worries (it is gelcoat, not paint btw). You need to make sure the engine and outdrive function properly (if you are not mechanically inclined, find someone who is), you need to make sure the boats structure is sound (no soft floors, flexy transoms etc), and you need to make sure the perifferals (lights, bilge pump etc) work. If all of that is fine, then you can work on the gelcoat. There are different methods to fixing it, ranging from wet sanding to using a high speed buffer with various compounds. Good luck....
