Bellows replacement

I have removed the engine, OD and Bell Housing to replace the transom.

Should I be replacing all bellows and gimbal bearing?

Will the specialty tools be required if I have the bell housing off the boat?

Depends on what outdrive you have and what year it is.

Is this a DIY or is it worth the $600 to have the local dealer do it? I do not have any of the specialty tools but I do have the skill to perform the job.

BTW: Gimbal bearing feels rough (no play, just rough in roatation), all bellows are dry. Is it safe to say that only the gimbal bearing should be replaced?

If it were me, I'd replace the bellows. Unless they've been replaced very recently. You have it all apart anyway.
Knowing Murphy's law, if you don't replace, the next thing you know you're looking at a torn bellows. Then you have to have all
that labor done all over. Just my $.02. If you do decide to DIY, get the service manual for your drive, read it thru to see what's required skill, part, and toolwise. Then decide if you wanna pay for the service or if you can diy.
