Belts not spinning on 3.0L Merc

The other morning i started up the boat and heard a loud clicking noise. I opened up the motor cover and saw that none of my belts were spinning. the shaft coming out from the motor spins but the wheel that the belt is on dosn't.i can move the wheel back and forth, from behind the engine mount. i am wondering if there if this is supposed to be attached to the drive shaft or is it just held tight against the shaft by the tension in the alternator belt? Is there supposed to be some type of washer between the wheel and the shaft or is it metal-on-metal? i know that the belt is way too loose and that if i kind of pull the belt tight while the motor is on, the belts (PS and alternator) will start spinning for a while.
any advice on how this pulley attaches to the drive shaft? did i break something or is the belt just WAY too loose?

Are the belts loose? If so, tighten them.

Your Crankshaft Pulley is Shattered,+ you Need a New 1........

Does this mean that the pulley is not supposed to be able to spin without the crankshaft spinning? I am guessing i have to remove the motor mounts to change this, correct?

Don S, I know the belt is very loose, but it is maxed out on the alternator guage there so i will need to replace it. I just want to make sure it is not something else, as Bond-o suggests it may be

My 340 'cuda did that that once. The harmonic balancer was cracked and the woodruff key was partially sheared. I don't know which caused the other to fail but replaced the parts and it never failed again.

Ayuh,........ That's Correct.......

It's Supposed to be bolted to the crankshaft flange......

Ther should be four bolts on the bell housing, remove the 4 bolts and you should be able to see exactly what the problem is. The bell housing may be stripped and require replacing. Either way you need to remove the bell housing to see what the problem is.

Wally,......... You're at the Wrong End of the Motor......

The Bellhousing is on the Back,+ the Belts are at the Front......
