Did he ever whack anything, is prop dented?

Could just be the prop hub.

You should find a repair shop that has the tool to straighten the shaft. The bent shaft will cause wear to other parts. Especially if you are using a stainless prop, a bent shaft may cause noticeable vibration.

Pull the prop and clean the shaft, check for fishing line and run it on muffs, if its bent you'll see the play in the end of the shaft.
If it runs true make sure you have the brass spacer for the prop.
REgrease shaft, install spacer and mount prop.

If it showed playout then a machine shop can straighten it.
I don't know if you have to remove it though.
Maybe a marine shop will let you just bring the lower unit in.

Either way get a new stainless cotter pin.
