I was told years ago that the purpose of bottom paint was primarily in saltwater applications, to prevent "little critters" from sticking to the hull while it's tied up and sitting still.

I honestly can't say if you do or don't need bottom paint to run in fresh water. I've never bothered with it.

Zebra mussels and algae are the concerns in the great lakes. Most everyone I know uses Interlux Bottomkote Classic.

In my opinion, the best bottom paint, if you can get away with it, is none. Less work, less expense, and a smoother bottom.

I boat in the ocean and never leave my boat in the water for more than a few days at a time, we normally keep her on the trailer.

I used to work at fishing lodges and our boats where in the water for 3 1/2 months or so with no bottom paint and no appreciable bottom growth.

I don't know anything about zebra mussels and how quickly they grow or how long you keep your boat in the water, but if you can get away with it, I recommend not using anything.
