Best prop for Mako 17 w/88hp Ruder?

The boat came with a 13 1/4 x 17 prop and we only could get 3800 rpm with sluggish performance. We have borrowed another of unknown dimensions that yields better performance and 4300 rpm. Does anyone know a good prop for that boat with moderate load? What rpm should we be able to hit with our 1987 88hp Ruder?
The motor runs well, good compression, good fuel, starts and runs easily and consistently.

We normally end up with a 19 or an 18 Raker or Turbo Lightning jr. If you're only getting 3800 with a standard 17, something is wrong. Are you sure the motor is running on all 4 at top speed?
