best prop?

have 23' wellcraft 4500 lb ,250 yamaha 2 stroke good compression, with 1/3 tank of gas fishing gear 2 people hole shot is ok,max speed IF trimmed out 46.5 mph at 5650 rpm,red line 5500 for that motor,add 6 people takes long time too get out of hole,trim tabs dont make too much differience,was told too go with 21 pitch 4 blade,have 19 now solas alum,14.25 4 blade,told i would loose top speed but better hole shot is this correct?

my understanding was the opposite so i went and got a 17p solas 14.5 for yamaha and hole shot was no different really,and rpm would go over 6 if i let it,full throttle be at 5000 rpm before plane,so weird,i new the rpm would be more but figured if it got out of hole better id watch the rpm not too red line it,the one good thing is i can take bk prop,but will try the 21p next rpm should be around 5300 and was told that u push more water and get better hole shot less speed so when i get it lll let u no guy owns his own boat shop,maybe he nos something i dont does this make any sense to anybuddy?
