Bilge and live well pump issues

Hello I have issues with this pumps, in a nitro 185 SS, none of them are working through the switches, connecting them directly to the battery they seem to work, so I think it's something bad on the wiring, anyways I'm looking below the dash panel and I see the switches go directly to this things, see picture below... What are those things?

According to the AI this should be a relay... By the clicking noise I heard that could be right. I contacted Marine Electronics and also Nitro customer service, they were not of much help, looks like documentation for this boats that old is not available.
I don't see the reason for a delay though bilge pump is not a high load device... Maybe I could just bypass it.
