Bilge blower hose routing

Picked up this boat last fall and the blower routing seems "broken". The actual blower hose seems to go down into the bilge, although it's crushed a bit, but the fresh air hose is just messed up. How exactly are these supposed to be routed?

Ayuh,..... The suction side should be down low in the bilge, as gas fumes are heavier than air,.....

The in-bound hose can come in, 'bout anywhere,......

OK so my suction seems to be placed ok, it's under the engine. The inbound isn't even connected, do you actually need one or are the vent grills enough?
