bleed check valves

hi, i'm new to this forum so i'm feeling my way around, thanks for being here.

anyway i have a 1990, 90 hp 3 cylinder mercury outboard which is taxing my brain. Does anyone know what happens if the bleed check valves are not operating properly,
Would that problem cause really really high fuel comsumption and keep the engine from gaining full rpms under load,

I've been through the carbs, fuel pump, put all new electrical componets on the engine, Stator, coils, trigger, switch box, plugs, timing sync is on, good compression, just won't perform,

any idea's would be appreciated,

Bleed valves are just check valves. They are suppose to just work one way.

If they are not operating properly you will most likely foul you plugs.
