There is No mention of the Rub Rail, just, "... Each side of the forward half of the vessel"

Except there is illustration of where they want them, and it's BELOW the rubrail. But as I said, in 8 years of MUCH more actual boating than anyone else in Peoria, I never had any CC or DNR complain about mine being above my rubrail.

The Illustration is just an example, It is not part of the Written law.
The Law says, "...both sides of the bow (front) of the boat...", Nothing more, Nothing less.

I can find summaries of the Illinois laws but the state does not seem to have posted there revised code on the internet that I can find.
Does anyone know of a link to the actual Illinois laws?

I seen the ones on ebay for a good price. But putting them on the blue would probably be a no go. That area is very curved. The white part would be best.

That area is far from overly curved.
Surprisingly you can apply vinyl with soapy water to allow you to adjust the exact position and to get them down flat.
They are very stretchy and will conform to most surfaces.
If you can letter a Football Helmet, or a Motorcycle Gas Tank, you could do that hull easily!

These Guys are my favorite.

Uncle Willie... I used your recc for DIY lettering. Shipping was a bit slow (ordered during holiday weekend), but the price was right and they turned out great! Thanks for the help guys! Also, now the boat has an official name!

I used the same black with silver border that I did on the rear on the side. Now to get me a rub rail.... (I'll be makign it myself)
