Hey, I have a 97 celebrity 180 with a 4.3 mercruise I/O and the thing runs perfect at idle and revving it throttle only. With low throttle to planing it does fine also but as soon as it planes out it just wants to cut in and out usually catches itselft before it falls off plane but sometimes completely falls on its face. I have no idea what this could be because its only on plane when it has a lower amount of load which doesnt really make sense to me.

Check the wires for shorts- there is a medium-size wire that goes to the master circuit breaker that sometimes chaffes against the engine block. Also check the ground wire (black that goes from the engine block to the battery. I had a very similar thing occur to me that turned out to be a wire chaffing and grounding on the block.

So I checked all the wires and grounds and all looks pretty good. Also I hooked up a spark tester and watched it as it began to do its nonsense and never lost spark so I would think that, that rules out anything electrical (correct me if i could be wrong). I also removed the air cleaner and watched the fuel spray and it also seemed to not change although I know that you may not see a problem through the naked eye, but it definately wasnt cutting fuel off completely. The boat runs perfect up until 3000 rpm's on plane. Basically it just acts just like it has a speed governor, it does fine in throttle only, it does fine under WOT to plane, and light throttle to plane, it just simply cuts in and out at 3000 rpms.

Check fuel supply. A quick check for vent clogs is to try running with the gas cap off or loose. Also, there's an anti siphon valve in the tank exit that can cause a restriction. You can use a mechanics water hose hook to take the fuel hose off the barb, then remove the valve and exercise it with a little piece of plastic or something. Also clean it up with carb cleaner.
Remove and replace fuel filters. You probably have an inline fuel water separator that looks like an oil filter, that's a throwaway part, just change it. There is a screen at the inlet to the carb, that can be removed & cleaned.
Test or replace the ignition wires. They might not look bad, but they can short while still functioning at your lower RPMs. A man smarter than me suggested getting a test light, ground one lead and run the other end along the igniion wires while the motor is running (hold with something insulated or you could get a belt). If the light illuminates there is the problem.

My dad had the same problem. Check your pickup tube in your fuel tank. His was a 90degree cut and at high rpm it suck itself to the bottom of the tank. We cut it at 45 angle and never had a problem again.
