Boat Eye Hook rusted nuts - how to remove

Hello,
In the course of rehabbing the floor of this 18ft Ebbtide Riviera, I now see that the nuts on the eye hook back side or totally rusted. I mean WAY gone. Will it be possible to salvage the hook? How can I remove what's left of these nuts from the threads?

you can carefully slice off the nuts with a dremmel or cutoff wheel in 2 pieces and peel them away. They arent that much to replace tho.....

Nut splitter. Cut the nut in 2 and leave the threads intact. But if its that rusted, would it be worth replacing the whole thing?

first, try a new pair of vice-grips. not the crusty old ones with worn teeth

if within 2 minutes, you get nowhere, a cut-off wheel in the 4.5" angle grinder, remove and replace

not worth spending more than 2 minutes on a $10 part.
