Boat only starts in high idle

Hello,

First time boat owner and Yamaha outboard owner. I have a 1992 25hp 25ELRQ engine. It has console steering and will only cold start with the choke OFF and the hitch idle engaged, is this normal, or is the built in choke not really applicable because it’s hooked up to the steering console? Sorry if this is a dumb question but just figured I’d ask.

have you taken the cowling off and the silencer off the front of the carbs to see if there are choke plates in the carbs and manual or electrical linkage to operate them?
1992 did not have those
